The Establishment Agreement for the DEİK/Türkiye-Albania Business Council was signed in August 1992 in order to develop the current economic and political ties between Türkiye and Albania in the context of the country’s reorganisation efforts that became necessary after the collapse of the socialist order in Eastern Europe and on the Balkan. It also served the purpose of identifying and exploiting areas of potential cooperation. Another reason for the Council’s establishment was the fact that despite the friendly relations between the two countries their economic ties did not live up to expectations. The Business Council played an important role in developing the cooperation potential in a number of areas such as modernisation of the current industrial base, infrastructure and housing, health and education facilities, tourism, management of ground and underground resources, banking, telecommunication, transport, agriculture, food, textiles and leather. The Council thus became the driving force in Turkish-Albanian economic relations. Their partnership was further strengthened when, in difficult times, the government of the Republic of Türkiye provided Albania with a credit line, and when Turkish businesspeople continued their cooperation with their Albanian partners even during the crisis year of 1997.
